'Times New Roman';letter-spacing:-0;font-size:21px">为落实省委省政府“一网通办”工作要求，'Times New Roman';letter-spacing:-0;font-size:21px">进一步优化服务水平，提升服务效能，'Times New Roman';letter-spacing:-0;font-size:21px">现就《河南省住房和城乡建设厅关于下放乙级工程造价咨询单位资质认定的通知》（豫建科〔2020〕325号）中有关乙级工程造价企业资质审批“一网通办”有关事项明确如下：

'Times New Roman';letter-spacing:-0;font-size:21px">一、抓紧做好系统建设，'Times New Roman';letter-spacing:-0;font-size:21px">确保'Times New Roman';letter-spacing:-0;font-size:21px">顺利承接。要倒排工作计划，'Times New Roman';letter-spacing:-0;font-size:21px">严格时间节点、明确责任分工，加快'Times New Roman';letter-spacing:-0;font-size:21px">系统开发建设'Times New Roman';letter-spacing:-0;font-size:21px">应用'Times New Roman';letter-spacing:-0;font-size:21px">，按照“互联网+政务服务”的要求，企业'Times New Roman';letter-spacing:-0;font-size:21px">能够'Times New Roman';letter-spacing:-0;font-size:21px">通过河南政务服务网提出申请，"一次登录、全网通办”，政府部门通过河南政务服务网'Times New Roman';letter-spacing:-0;font-size:21px">可以'Times New Roman';letter-spacing:-0;font-size:21px">获取信息、在线办理，企业和群众可以在线查询办理进度、获取办理结果。确保2020年10月1日顺利承接下放审批事项。

'Times New Roman';letter-spacing:-0;font-size:21px">二、'Times New Roman';letter-spacing:-0;font-size:21px">认真'Times New Roman';letter-spacing:-0;font-size:21px">落实建设要求，确保标准不降'Times New Roman';letter-spacing:-0;font-size:21px">。'Times New Roman';letter-spacing:-0;font-size:21px">要按照目前省厅工程造价乙级资质告知承诺制审批已达到的“四星级标准”'Times New Roman';letter-spacing:-0;font-size:21px">（即网上办理、'Times New Roman';letter-spacing:-0;font-size:21px">不见面审批、零跑腿、证照电子化'Times New Roman';letter-spacing:-0;font-size:21px">），严格落实'Times New Roman';letter-spacing:-0;font-size:21px">“三减一优”（即减材料、减时间、减环节、优化流程）要求，'Times New Roman';letter-spacing:-0;font-size:21px">确保'Times New Roman';letter-spacing:-0;font-size:21px">审批时间不'Times New Roman';letter-spacing:-0;font-size:21px">延长、审批材料不增加、审批环节不繁琐，审批'Times New Roman';letter-spacing:-0;font-size:21px">标准不降低'Times New Roman';letter-spacing:-0;font-size:21px">，做到全程网上办理，杜绝网外审批，进一步巩固我省“放管服”改革成果，为企业和群众提供最大便利。
