portant;">portant; font-family: 仿宋_GB2312 !important;">portant;">为深入推进portant; font-family: 仿宋_GB2312 !important;">portant;">“portant;">portant;">放管服portant; font-family: 仿宋_GB2312 !important;">portant;">”portant;">portant;">改革，提高审批效能，营造良好的营商环境，根据《工程造价咨询企业管理办法》（建设部令第portant; font-family: 仿宋_GB2312 !important;">portant;">149portant;">portant;">号）《住房城乡建设部办公厅关于简化工程造价咨询企业资质申报材料的通知》（建办标〔portant; font-family: 仿宋_GB2312 !important;">portant;">2017portant;">portant;">〕portant; font-family: 仿宋_GB2312 !important;">portant;">43portant;">portant;">号）等有关规定，我厅决定自portant; font-family: 仿宋_GB2312 !important;">portant;">2019portant;">portant;">年portant; font-family: 仿宋_GB2312 !important;">portant;">10portant;">portant;">月portant; font-family: 仿宋_GB2312 !important;">portant;">15portant;">portant;">日起，对乙级工程造价咨询企业资质审批试行告知承诺制。现将有关事项通知如下。

portant;">portant; font-family: 仿宋_GB2312; font-size: 21px;">portant;">工商注册地在我省行政区域内的乙级工程造价咨询企业作出符合审批条件的承诺，我厅依据企业承诺直接办理相关资质审批手续。

portant;">portant; font-family: 黑体; font-size: 21px;">二、告知承诺审批事项

portant;">portant; font-family: 仿宋_GB2312; font-size: 21px;">portant;">（一）暂定乙级资质核准

portant;">portant; font-family: 仿宋_GB2312 !important; font-size: 21px;">portant;">（二）暂定乙级转乙级资质：暂定期届满portant; font-family: 仿宋_GB2312 !important; font-size: 21px;">30portant; font-family: 仿宋_GB2312; font-size: 21px;">portant;">日前向我厅提出申请。

portant;">portant; font-family: 仿宋_GB2312 !important; font-size: 21px;">portant;">（三）乙级资质延续：资质有效期届满portant; font-family: 仿宋_GB2312 !important; font-size: 21px;">30portant; font-family: 仿宋_GB2312; font-size: 21px;">portant;">日前向我厅提出资质延续申请。

portant;">portant; font-family: 黑体; font-size: 21px;">三、告知承诺审批流程

portant;">portant; font-family: 宋体; font-size: 21px !important;">portant;">（一）申请。portant; font-family: 仿宋_GB2312 !important;">申报企业可通过河南政务服务网（portant; font-family: 仿宋_GB2312 !important; font-size: 21px;">http://www.hnzwfw.gov.cnportant; font-family: 仿宋_GB2312; font-size: 21px;">portant;">），按告知承诺相关提示在线填报信息申请相应资质，对填报事项作出符合资质标准条件的承诺。

portant;">portant; font-family: 宋体; font-size: 21px !important;">portant; font-family: 仿宋_GB2312 !important;">（二）受理portant; font-family: 仿宋_GB2312 !important;">。我厅政务服务大厅网上远程受理申报企业告知承诺申请。

portant;">portant; font-family: 宋体; font-size: 21px !important;">portant; font-family: 仿宋_GB2312 !important;">（三）审批。portant; font-family: 仿宋_GB2312 !important;">我厅依据申报企业提交的告知承诺申请提出审批意见，直接办理资质审批手续。

portant;">portant; font-family: 宋体; font-size: 21px !important;">portant; font-family: 仿宋_GB2312 !important;">（四）公示。portant; font-family: 仿宋_GB2312 !important;">审批意见通过我厅门户网站向社会公示，公示期为portant; font-family: 仿宋_GB2312 !important; font-size: 21px;">10portant; font-family: 仿宋_GB2312; font-size: 21px;">portant;">个工作日，接受社会各界监督。

portant;">portant; font-family: 宋体; font-size: 21px !important;">portant; font-family: 仿宋_GB2312 !important;">（五）公告。portant; font-family: 仿宋_GB2312 !important;">对公示期间无异议的，我厅通过门户网站向社会公告，颁发电子资质证书。

portant;">portant; font-family: 黑体; font-size: 21px;">四、监督管理

portant;">portant; font-family: 宋体; font-size: 21px !important;">portant;">（一）事中监管。portant; font-family: 仿宋_GB2312 !important;">告知承诺审批公示期间，根据有关共享信息和投诉举报信息，发现企业承诺事项与资质标准不相符时，不予资质许可，申请人在portant; font-family: 仿宋_GB2312 !important; font-size: 21px;">1portant; font-family: 仿宋_GB2312; font-size: 21px;">portant;">年内不得再次申请工程造价咨询企业乙级资质portant; font-family: 仿宋_GB2312 !important; font-size: 21px;">, portant; font-family: 仿宋_GB2312; font-size: 21px;">portant;">并按照有关规定处理。

portant;">portant; font-family: 宋体; font-size: 21px !important;">portant; font-family: 仿宋_GB2312 !important;">（二）事后监管。portant; font-family: 仿宋_GB2312 !important;">告知承诺审批公告后portant; font-family: 仿宋_GB2312 !important; font-size: 21px;">3portant; font-family: 仿宋_GB2312; font-size: 21px;">portant;">个月内，由省厅、省辖市住房城乡建设主管部门组织对企业申报时的承诺事项全部核查。对承诺事项与资质标准不相符的，撤销其资质许可，并记入建筑市场主体portant; font-family: 仿宋_GB2312 !important; font-size: 21px;">“portant; font-family: 仿宋_GB2312; font-size: 21px;">portant;">黑名单portant; font-family: 仿宋_GB2312 !important; font-size: 21px;">”portant; font-family: 仿宋_GB2312; font-size: 21px;">portant;">，申请人三年内不得再次申请工程造价咨询企业乙级资质，并按照有关规定处理。
