portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">为贯彻落实《中华人民共和国消防法》，按《住房和城乡建设部  应急管理部<关于做好移交承接建设工程消防设计审查验收职责的通知>》（建科函[2019]52号）部署,现就我省行政区域内依法需要取得施工许可的新建、扩建、改建的房屋建筑和市政基础设施工程(以下简称“房屋市政工程”)消防验收及备案管理工作通知如下：

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">消防设计审查合格并取得施工许可且属于特殊工程的房屋市政工程应申请消防验收；取得施工许可的非特殊工程的房屋市政工程应申请消防备案。

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">特殊工程范围见《甘肃省住房和城乡建设厅关于开展房屋建筑和市政基础设施工程消防设计审查工作的通知（暂行）》。

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">依法不需要取得施工许可的房屋市政工程可不进行消防验收或备案。

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（二）portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">消防验收、备案总体程序。

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">1.portant;font-family: 仿宋_GB2312">特殊工程：建设单位组织消防专项验收→在竣工验收之前portant;font-family: 仿宋_GB2312">申请消防验收（实施竣工联合验收的一并申请）→住房和城乡建设主管部门现场验收→出具消防验收意见书。

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">2.portant;font-family: 仿宋_GB2312">非特殊工程：建设单位组织消防专项验收→竣工验收→申请消防备案→出具消防备案凭证→确定抽查对象→现场抽查。

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（三）消防专项验收。

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">工程项目或者单位工程竣工验收前，建设单位应当先组织设计、施工、监理等相关单位进行消防工程专项验收，未经消防专项验收或验收不合格的，建设单位不得组织竣工验收。

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">1.portant;font-family: 仿宋_GB2312">消防专项验收条件

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">     portant;font-family: 仿宋_GB2312">建设单位组织消防专项验收应符合以下条件：

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（1）完成消防工程设计和合同约定的各项内容，消防车道和救援场地的设置已完成，消防电源和水源已开通，消防控制室、消防水泵房和发配电机房等公共消防设施已施工完毕；

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（2）监理单位已组织施工单位对消防工程进行预验收，工程质量符合有关法律、法规和工程建设强制性标准、设计文件和合同要求，施工单位已提交消防工程竣工报告。消防工程竣工报告应经项目经理、施工单位技术负责人审核签字，并加盖单位公章；

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（3）设计单位已提交消防设计质量检查报告。消防设计质量检查报告应经消防设计负责人、设计单位技术负责人审核签字，并加盖单位公章；

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（4）监理单位已提交消防工程质量监理评估报告。消防工程质量监理评估报告应经消防专业监理、总监理工程师、监理单位技术负责人审核签字，并加盖单位公章；

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（5）建设单位已委托消防技术服务机构，对消防工程涉及的各分部（分项）工程进行检查检测及消防设施性能、消防系统功能联调联试，出具符合要求的检查检测合格证明（见附件1）及联调联试报告；

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（6）项目所在地住房和城乡建设主管部门检查提出的消防工程质量问题已整改完毕；

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（7）有完整的消防工程技术档案、施工管理资料，其中应当包括消防工程的建筑材料、建筑构配件合格证明和设备进场试验报告等。

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">2.portant;font-family: 仿宋_GB2312">消防专项验收程序

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">消防专项验收由建设单位组织设计单位、施工单位、监理单位组成验收组，可根据工程的实际情况聘请有关技术专家参加验收组，制定消防专项验收方案，按下列程序进行验收：

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（1）设计单位、施工单位、监理单位分别汇报建设工程中与消防相关内容的履约情况和在工程建设各个环节执行法律、法规和工程建设强制性标准的情况；

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（2）审阅施工单位、设计单位、监理单位的消防工程档案资料；

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（3）实地查验消防工程质量，对消防工程是否符合设计及有关法律、法规和工程建设强制性标准要求进行全面检查；

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（4）对工程质量进行全面评价，并出具由参加验收各方签字盖章的消防专项验收意见书（详见附件2）；参与消防专项验收的各方单位不能形成一致意见时，应当重新组织专项验收直至达成一致意见。

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（5）建设单位出具消防专项验收报告，专项验收报告应由项目负责人及单位负责人审核签字并加盖单位公章。

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（四）特殊工程消防验收

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">1.portant;font-family: 仿宋_GB2312">申请材料

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">建设单位申请消防验收时应向项目所在地住房和城乡建设主管部门提交以下材料：

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（1）portant;font-family: 仿宋_GB2312">消防验收（备案）申请表（见附件3）；

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（2）portant;font-family: 仿宋_GB2312">建设工程消防设计审查合格书；

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（3）portant;font-family: 仿宋_GB2312">施工许可文件；

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（4）portant;font-family: 仿宋_GB2312">包含总平面图、建筑图在内的与消防工程有关的工程竣工图纸；

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（5）portant;font-family: 仿宋_GB2312">消防工程竣工报告、消防设计质量检查报告、消防工程质量监理评估报告、portant;font-family: 仿宋_GB2312">消防工程各分部（分项）工程检查检测合格证明文件及联调联试报告和portant;font-family: 仿宋_GB2312">消防专项验收报告；

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（6）portant;font-family: 仿宋_GB2312">消防专项验收意见书。

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">   2.portant;font-family: 仿宋_GB2312">验收程序。住房和城乡建设主管部门受理建设单位消防验收申请后7个工作日内，portant;font-family: 仿宋_GB2312">组织建设、设计、监理、施工单位项目负责人及相关人员，对经消防设计审查合格的内容按portant;font-family: 仿宋_GB2312">《建设工程消防验收评定规则》（GA836-2016）等相关规定进行现场验收，portant;font-family: 仿宋_GB2312">填写《建设工程消防验收记录表》（详见portant;font-family: 仿宋_GB2312">GA836-2016portant;font-family: 仿宋_GB2312">），portant;font-family: 仿宋_GB2312">并可根据工程实际聘请有关技术专家参加验收，消防技术服务机构应到场配合；验收合格后portant;font-family: 仿宋_GB2312">出具消防竣工验收意见书（附件4）,验收不portant;font-family: 仿宋_GB2312">合格的应责令建设单位进行整改。建设单位整改完成后应重新申请消防验收portant;font-family: 仿宋_GB2312">。

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">实施工程项目竣工联合验收的市州，消防验收应纳入工程项目竣工联合验收，并按竣工联合验收要求portant;font-family: 仿宋_GB2312">进行验收。

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（五）非特殊工程消防备案、抽查

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">1.portant;font-family: 仿宋_GB2312">申请材料

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">建设单位申请消防portant;font-family: 仿宋_GB2312">备案portant;font-family: 仿宋_GB2312">时应向项目所在地住房和城乡建设主管部门提交以下材料：

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（1）portant;font-family: 仿宋_GB2312">消防验收（备案）申请表；

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（2）施工许可文件；

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（3）包含总平面图、建筑图在内的与消防工程有关的工程竣工图纸；

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（4）消防工程竣工报告、消防设计质量检查报告、消防工程质量监理评估报告、portant;font-family: 仿宋_GB2312">消防工程各分部（分项）工程检查检测合格证明文件及联调联试报告和portant;font-family: 仿宋_GB2312">消防专项验收报告；

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（5）消防专项验收意见书。

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">2.portant;font-family: 仿宋_GB2312">备案程序

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">建设单位应当自工程竣工验收合格之日起7个工作日内向项目所在地住房和城乡建设主管部门申请消防备案。portant;font-family: 仿宋_GB2312">住房和城乡建设主管部门受理消防备案申请后，应对消防备案材料进行核查，对备案材料齐全有效的应出具消防备案凭证（见附件5）；对备案材料不齐全的应按“一次性告知”原则告知其需要补正的全部内容。

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">3.portant;font-family: 仿宋_GB2312">备案抽查

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">住房和城乡建设主管部门应当在已备案的房屋市政工程项目中，随机抽取不少于5%工程项目进行现场检查。

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">被确定为现场检查对象的，住房和城乡建设主管部门应在确定之日起15个工作日内，按消防验收有关规定和标准完成现场检查，填写portant;font-family: 仿宋_GB2312">《建设工程消防备案抽查记录表》（参考portant;font-family: 仿宋_GB2312">《建设工程消防验收评定规则》（GA836-2016））；对检查不合格的，应书面通知建设单位portant;font-family: 仿宋_GB2312">停止使用，并限期整改。建设单位整改完成后应申请复查，经复查合格后方可使用。

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 黑体">二、消防技术服务机构

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（一）建设单位在消防专项验收前，应委托具有相应消防技术服务能力的机构对消防工程每一个分部（分项）工程进行检查检测。

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（二）消防技术服务机构在消防现场检查检测前，应制定检查检测方案。消防技术服务机构应按消防法律法规和国家工程建设消防技术标准对消防设施性能和系统功能联调联试等检测。消防技术服务机构应在检查检测合格后出具消防验收分部（分项）工程检查检测合格证明及消防设施性能和系统功能联调联试报告。

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（一）建设、施工、监理、消防技术服务机构等单位及其从业人员应当遵守工程质量、消防方面的法律法规和工程建设技术标准，对建设工程消防施工质量和安全负责。施工现场使用的消防产品、材料必须符合国家、行业及我省现行相关技术标准的规定，并按规范规定应进行进场复验，未经复验或复验不合格的不得使用。

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（二）省住房和城乡建设厅负责指导和监督全省房屋市政工程消防验收、备案以及备案抽查工作，制定消防验收、备案以及备案抽查管理制度；市州、县区级住房和城乡建设主管部门负责本行政区域内房屋市政工程消防验收、备案及备案抽查的管理和具体实施工作。

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">各级住房和城乡建设主管部门应强化监督管理，引导行业自律、规范从业行为、落实主体责任，加强对相关单位和人员从业行为的监督管理，对违法违规行为依法加大处罚力度。

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">（三）各级住房和城乡建设主管部门要认真履行职责，提高业务能力，积极应用信息化管理手段开展工作，可采取政府购买服务方式委托具备专业技术能力的技术服务机构和技术人员协助开展工作；及时向当地党委政府请示报告，积极协调相关部门，争取人员和经费保障，确保平稳有序开展好消防验收、备案和备案抽查工作。

portant;font-family: 'arial Arial', 宋体 !important">portant;font-family: 仿宋_GB2312">本通知未尽事宜以及房屋市政工程之外的建设工程消防验收及备案工作各地可根据现有法律法规和有关规定，结合本地实际开展。本通知自发布之日起执行，有效期一年，国家法律、法规或住房和城乡建设部另有规定的，从其规定。
