The Tendering Office, under the Tendering Committee, will organize daily work during the bidding process. The Tendering Office holds its office at Beijing Municipal Administration Commission (“BMAC”).4.Bidder QualificationBidders may bid as an individual legal person entity or as part of a bidding consortium consisting of individual legal person entities. The members of a bidding consortium shall not be more than 3. A bidder must meet the following qualifications:(1)The bidder must be experienced in all or any two areas of investment, construction and operation of sewage plant with the capacity of 20,000m3/day or above in preceding 5 years. The experience of members of a bidding consortium may be added up.(2)The bidder must be in a good financial condition. The total assets of an individual bidder shall not be less than RMB100,000,000 Yuan and net assets, not less than RMB50,000,000 Yuan. The aggregate of the assets of each member of a bidding consortium multiplied by its share percentage in the consortium shall satisfy the same requirements;(3)Whether as an individual bidder or member of a bidding consortium, the bidder must bid only once for the same project.5.Bidding Procedures(1)The Tendering Committee will sell tendering documents, arrange site visits and hold pre-bid meetings.(2)The bidders will prepare and submit their bids.(3)The Tendering Committee will establish the Bid Evaluation Committee in accordance with applicable laws, which will examine and evaluate all bids for each project respectively based on sewage treatment fee, financial proposal, technical proposal, legal proposal and other relevant factors and recommend 3 successful bidder candidates (“SBC”) for each project and announce the evaluation results within two months after opening of bids.(4)BMAC will carry out clarification and negotiation with the most competitive SBC for each project and the Concession Agreement will be initialed according to the agreement reached.
