首钢是北京市大型国有企业,位于石景山区中部,在《北京市城市总体规划(2004-2020)》确立的“两轴两带多中心”城市空间结构中处于西部发展带和长安街轴线的节点,占地面积约8平方公里。近几年,首钢按照国家和北京市的相关要求正在推进搬迁调整。首钢的搬迁将对北京市经济结构、城市格局、居民就业等方面带来重大影响,并且其影响将是复杂而深远的,因此在首钢停产搬迁之前对于该地区的研究和规划十分重要和必要。规划需全面考虑地区经济结构调整、替代产业的发展、劳动力就业岗位的安排、城市发展战略以及生态环境恢复、城市景观重塑等各方面的因素。在市政府的领导下,从2005年初开始,北京市规划委员会组织编制了《首钢工业区改造规划》,经北京市政府批准,于2007年4月发布实施。Shougang is a large state-owned enterprise in the middle part of Shijingshan District, Beijing. In the urban spatial pattern of “two axis, two zones and multiple centers” as defined in the “Master Planning of Beijing” (2004-2020), it falls within the node between the western development zone and Chang’an Street axis, with a plot area about 8 k㎡. In recently years, the relocation and adjustment have been promoted as required by the state and Beijing. Its relocation will cause significant impacts on Beijing’s economic structure, urban layout, employment and other aspects. Such impacts will be complicated and profound. It is thus very important and necessary to probe into and plan this area prior to suspension and relocation in overall consideration of the adjustment of regional economic structures, development of alternative industries, employment of labor forces, arrangement of urban development strategies, restoration of ecological environment and reestablishment of urban landscapes. Under the leadership of Beijing Municipal Government, a “Planning for Shougang Industrial Park Transformation” was prepared in early 2005 as arranged by Beijing Municipal Commission of Urban Planning and published for implementation in April 2007 as approved by Beijing Municipal Government.随着首钢搬迁工作的逐步深入,为保证经济发展、劳动力就业等的延续性,顺利完成产业转型过渡,在首钢工业区东部地区划出125.81公顷用地作为工业区全面改造之前的启动区。为推动该启动区的实施建设,现举行首钢工业区改造启动区规划设计方案征集活动,面向全球公开邀请具有丰富的城市综合商务区及工业区改造规划经验的城市规划、城市设计机构或由上述设计机构组成的联合体前来参加资格预审,通过资格预审选取5个左右应征人参加本次设计方案征集活动,提交应征设计方案。As the relocation of Shougang progresses into depth, in order to ensure the development of economy, maintain the continuity of employment and achieve the transition of industry, 125.81 ha land has been identified in the east part of Shougang Industrial Park as boot sector. To promote the implementation of this boot sector, we are hereby inviting worldwide planning/design firms highly experienced in the urban planning/design of integrated business districts and transformation of industrial area, or consortiums of such firms, to apply for prequalification, which will culminate in prequalifying about 5 firms or consortiums as Participants. 一、 项目概况PROJECT QUALIFICATION OF APPLICANTS1. 应征申请人须为合法注册的法人实体或由合法注册的法人实体组成的项目联合体;The Applicant shall be a legally registered entity or a consortium formed by legally registered entities;2.应征申请人应有与本项目的建设规模或功能性质相类似的城市规划、城市设计和交通规划设计经验;The Applicant shall be experienced in the urban planning, urban design and traffic planning of similar projects in scale or function;3.中华人民共和国境内的规划或设计机构须具有城市规划编制甲级或建筑行业建筑工程设计甲级企业资质,中华人民共和国境外的规划或设计机构须具有所在国颁发的从事城市规划设计、建筑设计的相应资质。A domestic Applicant based within the People’s Republic of China shall have a Level A license for urban planning or architectural design, and a foreign Applicant shall have a counterpart license for urban planning or architectural design issued by his country.三、应征资格预审文件的获取OBTAINING OF Solicitation Agent before 12:00 15th May 2009.五、其它条款OTHER MATTERS1.本次规划设计方案征集的主办单位将向通过资格预审、按要求提交了有效设计方案的应征人支付应征补偿费六十万元(含税),同时设立优胜设计方案奖,并支付一定数量的奖金。The Organizer will pay compensation in the amount of RMB600,000 (including taxes) to each prequalified Applicant having submitted a valid design proposal as required and additionally a money award to prize winners.2.对于此次首钢工业区改造启动区城市规划设计方案征集活动,每个应征申请人只应自己单独或作为某一个联合体的成员来参加应征。Each Applicant shall submit only one application either by himself or as a partner of a consortium.3.本征集公告使用中文和英文书写,但在中、英文两种版本的意思表达不一致时应以中文版本为准。This Notice of Invitation for Prequalification is written in Chinese and English, but in the event of any discrepancies, the Chinese version shall prevail.4.本次规划设计方案征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。The solicitation, including solicitation per se and any documents relating thereto, shall be governed only by the law of the People’s
