portant; font-family: 仿宋_GB2312 !important;">portant;">按照住房城乡建设部有关工作部署，全省工程建设领域专业技术人员职业资格portant; font-family: 仿宋_GB2312 !important;">“portant;">portant;">挂证portant; font-family: 仿宋_GB2312 !important;">” portant;">portant;">等违法违规行为专项整治工作已进入全面排查阶段。结合住房城乡建设部反馈的核查异常数据名单，我省要在portant; font-family: 仿宋_GB2312 !important;">9portant;">portant;">月portant; font-family: 仿宋_GB2312 !important;">30portant;">portant;">日前完成对四批存在涉嫌portant; font-family: 仿宋_GB2312 !important;">“portant;">portant;">挂证portant; font-family: 仿宋_GB2312 !important;">”portant;">portant;">等违法违规行为人员及企业的标注、处理、处罚工作。现将有关工作要求通知如下：

portant; font-family: 仿宋_GB2312 !important;">portant;">一、portant; font-family: 仿宋_GB2312 !important;">9portant;">portant;">月portant; font-family: 仿宋_GB2312 !important;">30portant;">portant;">日前，各省辖市勘察设计主管部门要将自查自纠及全面排查阶段中核查的异常数据已认定为完成整改的人员及企业的情况进行汇总，并交由各省辖市专项整治工作主管部门，统一在全国建筑市场监管公共服务平台管理系统中完成不认定为portant; font-family: 仿宋_GB2312 !important;">“portant;">portant;">挂靠portant; font-family: 仿宋_GB2312 !important;">”portant;">portant;">人员标注工作。

portant; font-family: 仿宋_GB2312 !important;">portant;">对人员社保核查异常数据名单中，已经办理注销注册、变更（转出）注册、社保关系转移手续的，须提供相关佐证材料。变更（转出）注册的，还须督促其限期内提供接收单位社保的相关佐证材料。

portant; font-family: 仿宋_GB2312 !important;">portant;">存在其他情形人员，佐证材料应包括：portant; font-family: 仿宋_GB2312 !important;">1.portant;">portant;">本单位与相关职业资格人员签订的有效劳动合同；portant; font-family: 仿宋_GB2312 !important;">2.portant;">portant;">本单位为相关职业资格人员缴纳的一年以上社保参保证明；portant; font-family: 仿宋_GB2312 !important;">3.portant;">portant;">职业资格人员属于《关于做好工程建设领域专业技术人员职业资格portant; font-family: 仿宋_GB2312 !important;">“portant;">portant;">挂证portant; font-family: 仿宋_GB2312 !important;">”portant;">portant;">等违法违规行为专项整治工作的补充通知》（建办市函〔portant; font-family: 仿宋_GB2312 !important;">2019portant;">portant;">〕portant; font-family: 仿宋_GB2312 !important;">92portant;">portant;">号）所列portant; font-family: 仿宋_GB2312 !important;">6portant;">portant;">种情形的佐证材料portant; font-family: 仿宋_GB2312 !important;">4.portant;">portant;">用人单位或个人申请及提交的与原用人单位解除劳动合同书面证明、劳动仲裁、司法判决等材料。

portant; font-family: 仿宋_GB2312 !important;">portant;">各省辖市勘察设计主管部门须对相关情况及佐证材料进行调查核实后，将认定的结论汇总清单、建立的六类不认定为portant; font-family: 仿宋_GB2312 !important;">“portant;">portant;">挂证portant; font-family: 仿宋_GB2312 !important;">”portant;">portant;">行为人员清单报送我厅。

portant; font-family: 仿宋_GB2312 !important;">portant;">二、portant; font-family: 仿宋_GB2312 !important;">9portant;">portant;">月portant; font-family: 仿宋_GB2312 !important;">30portant;">portant;">日前，各省辖市勘察设计主管部门依据专项整治工作全面排查阶段查处约谈情况，形成约谈企业及个人整改情况工作报告，报告中应注明约谈企业及个人情况；约谈后企业及个人采取何种措施完成整改；对限期未完成或拒不整改的企业及个人，要求说明其原因，记入黑名单，撤销其人员注册资格证书。将工作报告、记入黑名单企业、撤销注册资格证书人员名单（纸质、电子版光盘各一份）报送我厅。

portant; font-family: 仿宋_GB2312 !important;">portant;">三、目前仍存在涉嫌portant; font-family: 仿宋_GB2312 !important;">“portant;">portant;">挂证portant; font-family: 仿宋_GB2312 !important;">”portant;">portant;">等违法违规行为的企业应明确专人负责此项工作，经办人须持企业法人代表授权委托书和本人身份证办理，授权委托书应加盖企业公章、法人代表印章，限期内将本单位情况报告及佐证材料以书面形式报送至所属省辖市住房城乡建设主管部门。无故逾期不报送说明材料，或者报送材料中存在弄虚作假行为的，将一并按照portant; font-family: 仿宋_GB2312 !important;">“portant;">portant;">挂证portant; font-family: 仿宋_GB2312 !important;">”portant;">portant;">行为处理。

portant; font-family: 仿宋_GB2312 !important;">portant;">四、（一）加强资质联动管理。各单位在完成自查自纠后，注册人员和其他专业技术人员不满足资质标准规定的配置要求的，应按资质管理的相关规定及时补充到位。（二）处理情况向社会公布。按照portant; font-family: 仿宋_GB2312 !important;">“portant;">portant;">挂证portant; font-family: 仿宋_GB2312 !important;">”portant;">portant;">行为处理的企业和个人将记入不良行为记录并列入建筑市场主体portant; font-family: 仿宋_GB2312 !important;">“portant;">portant;">黑名单portant; font-family: 仿宋_GB2312 !important;">”portant;">portant;">，列为portant; font-family: 仿宋_GB2312 !important;">“portant;">portant;">双随机一公开portant; font-family: 仿宋_GB2312 !important;">”portant;">portant;">重点监管对象，列为执法必查对象，一年内不受理相关企业资质新申报、增项和升级申请。

portant; font-family: 仿宋_GB2312 !important;">portant;">各省辖市勘察设计主管部门要严格按照时间节点完成此项工作，确保全部四批存在核查异常数据全覆盖。
