'Times New Roman','serif';text-indent:32.0pt;line-height:28.8pt">为推动住房城乡建设领域科技创新，根据《住房和城乡建设部办公厅关于组织申报2021年科学技术计划项目的通知》（建办标函〔2020〕562号，附件1）（以下简称部计划项目）要求和《住房和城乡建设部科学技术计划项目管理办法》规定，现就推荐申报2021年度部计划项目有关事项通知如下：

'Times New Roman','serif';text-indent:32.0pt;line-height:28.8pt">1.本年度软科学研究项目要求按选题（附件2）申报，且申报项目题目与选题题目应基本一致，每个选题仅支持1个项目立项。请有关高校、科研院所针对建设领域重点需求，提出对政策研究、科学决策具有切实意义高水平的课题项目。

'Times New Roman','serif';text-indent:32.0pt;line-height:28.8pt">2.科研开发、科技示范工程、国际科技合作项目应严格按照申报方向（附件3）申报，不支持申报方向以外的项目，且实施期不应超过3年。

'Times New Roman','serif';text-indent:32.0pt;line-height:28.8pt">1.请申报项目单位于2020年12月10日前登录部科学计划项目管理系统（http://kjxm.mohurd.gov.cn）进行网上申报，并打印申请书及附件初稿，盖章报送各市住房城乡建设主管部门。

'Times New Roman','serif';text-indent:32.0pt;line-height:28.8pt">2.各市住房城乡建设主管部门对项目单位申报资格、申报项目选题是否符合文件要求等内容进行初审，通过择优遴选和审核把关后，于12月14日前将推荐项目清单（附件4）盖章报送省住房城乡建设厅。

'Times New Roman','serif';text-indent:32.0pt;line-height:28.8pt">3.省住房城乡建设厅对申报项目进行审查，并于12月17日前完成网上审核，并行文上报住房城乡建设部。

'Times New Roman','serif';text-indent:32.0pt;line-height:28.8pt">1.科技示范工程项目应按照《住房和城乡建设部科学技术计划项目管理办法》第十六条规定的主体要求进行申报，申报时应首先履行工程建设立项审批程序，具备工程建设条件。应由工程所在地设区市、省管县住房城乡建设行政主管部门结合实际审核推荐，项目立项后实行属地化管理。

'Times New Roman','serif';text-indent:32.0pt;line-height:28.8pt">2.多个项目单位联合申报时，项目第一承担单位应对该项目申报书填报内容和证明材料的准确性、真实性、合法性、有效性、非涉密性进行把关负责并做出承诺，协商并明确各合作方权利和义务。
