The duration of the assignment is 36 months. The consultant work is expected to start in October 2014 with an estimated total staff time of 40 man-months.The Beijing Yuanshen Energy Saving Technology Co., Ltd now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide one (1) original and five (5) duplicate copies of information (including brochures, description of similar assignments, experience in similar conditions, availability of highly qualified staff with appropriate skills, etc). in English and Chinese demonstrating that they have the required qualifications and relevant experience to perform the Services. The project team should include consultants selected from local consulting/engineering companies. The shortlisting criteria are: (a)Professional experience in project related fields, i.e. （1）Development of policies and regulations relevant to roof-top solar PV deployment in China（2）Construction or operation of power generation projects（3）Operation of PV power generation projects（4）Market analysis and assessments（5）Study on institutional development（6）Development of strategic plans for various companies, and（7）Development of implementation plans for ESCO or RESCO projects. (b) Relevant experience in management and performance of projects similar in profile (complex projects including institutional and technological aspects) and size; (c)Experience already gained in China will be valued. The Consultant should present references of the company and designated staff in relevant projects in China; (d) Experience in implementation of similar demonstration projects; (e)Experience in training; (f) Familiar with China’s photovoltaic technology policy, background and trend of technological development, as well as market status quo; (g) Familiar with the management condition in China’s Public institutions, Especially in Beijing.The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [published in January 2011] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
